New Regional Court Administrator to Oversee Oakland and Macomb Counties – Macomb Daily

A former forensic analyst has been appointed administrator of the state court region which covers Oakland, Macomb, St. Clair and Lapeer counties.

Michele Muscat, who most recently served as the SCAO Management Analyst for the Problem Solving Courts, has been appointed to replace Jennifer Phillips, who was hired as the 52-4 District Court Administrator in Troy. Phillips is a former Macomb County Circuit Court Administrator.

Muscat holds a master’s degree in public administration from Oakland University in Rochester and worked for the 47th District Court in Farmington Hills for 13 years, where she held several positions, including assistant clerk, probation officer and sobriety court officer.

In her new role as Region 6 Administrator, beginning May 16, she will serve as the liaison between the State Court Administrative Office and the four county court systems, including circuit, probate, and court. district.

“Through his extensive forensic experience, Michele Muscat has developed strong insight and vision that will benefit the trial courts of Southeast Michigan,” said state court administrator Tom Boyd. “In particular, his understanding of a variety of cases, including problem-solving courts, will enable him to help courts achieve their goals of improving access, efficiency and engagement. for all they serve.”

“I have dedicated my career to public service and am delighted with my new role alongside the courts in Region 6,” Muscat said. “In this role, I hope to deepen the relationships I have already cultivated with judges, administrators and other court personnel, build new relationships, and provide administrative advice and support.”

Muscat will monitor and provide management assistance to courts in the region, lead the judicial assignment program, mediate funding and policy disputes, investigate complaints and serve as a resource for judges and staff courts. She will also develop and implement plans and goals and lead the regional office.

Muscat also worked for the Farmington Hills Police Department as a dispatcher and also earned a Bachelor of Arts in Criminal Justice from Madonna University.

Phillips is the daughter of former Macomb County Judge and District Attorney Carl Marlinga. She was a court administrator at the 51st District Court in Waterford Township in 2010 when she was hired as an administrator for the Macomb Circuit and Probate Courts. She left this position in 2016 for the state post.
