Mbarara town fails to secure land for construction of regional appeals court :: Uganda Radionetwork

Last month, the senior judge, Judge Flavian Zeija, called on the newly created towns to allocate land for the construction of the regional court of appeal during this fiscal year.

Last month, the senior judge, Judge Flavian Zeija, called on the newly created towns to allocate land for the construction of the regional court of appeal during this fiscal year.

According to Zeija, the judiciary plans to build 8 regional courts of appeal across the country in the new towns of Arua, Gulu, Mbale, Jinja, Masaka, Mbarara and Fort Portal.

Judge Zeija maintains that the creation of regional courts of appeal aims to relieve the Kampala court.

However, Mbarara City Council has failed to locate land around the city to offer the judiciary for the same purpose, as the areas proposed by the councilors are residential.

Amos Byaruhanga, the councilor representing the southern division of Mbarara town, Kamukuzi, proposed land for the former Kamukuzi division offices. However, they rejected the idea, noting that the city would lose current structures and deal a blow to limited office space. The former Kamukuzi division offices currently house the probation, education and health offices.

According to Carol Warugaba, the physical planner for Mbarara city council claims that the city’s physical development plan cancels the land proposed by the council.

She advised councilors to consider land located in an area that is not residential.

Robert Mugabe Kakyebezi, mayor of Mbarara town, said he had asked the local government minister to donate land to the town.

According to Kakyebezi, the minister promised them land on Kamukuzi hill although this has not yet been formalized due to controversies surrounding the ownership of Kamukuzi hill.
